With the implementation of a procurement department the business required a central register of contracts. It was important to the firm this central contract repository would support the team to have improved visibility, make alerts and escalations to stakeholders and help them easily share internal data with their wider organisation.

Target’s contract management system, supported Osborne Clarke with a more efficient management process, control and visibility. The system allows the procurement department to keep on top of contracts by helping them better store and manage their contracts, departments and supplier category data in one central location, while also ensuring attachments and document versions are efficiently controlled. The system is improving visibility throughout the wider organisation to help drive savings through improved data management and generating longer negotiation times.

Hermes, the consumer delivery specialist, delivered 304 million parcels in 2017. Whether for businesses or consumers, domestically or internationally, its network are working towards becoming the carrier of choice for every consumer in the UK.

Hermes was looking for an alternative contract management solution to improve their original access database. Hermes wanted a system that could not only handle expenditure, but also income contracts and provide more insights around spend.

Target has worked closely with Hermes to develop its Accord Contracts Managements system. The system is now allowing the organisation to securely store and gain control over all their important contract and supplier data, as well as have clear visibility over the department activities and can extract any data set to create the reports they need.

Working collaboratively with Hermes’ Procurement Team, Target’s Accord system is providing additional functionality around:

  • Spend Analysis – enabling the organisation to track spend and easily make comparisons between suppliers, as well as the ability to import important data from finance system to improve insights to improve spend management.
  • Income Contracts – the ability to also manage income contracts alongside expenditure contracts, is ensuring all data is in one single repository so Hermes can pull together legal and financial data.

Target’s Accord contract information management and reporting system is allowing the organisation to capture and store all the information around their projects and buyer savings. The service now has instant visibility over data and has the ability to create reports around a finance work plan, and forecast; cash savings and cost reductions.

With sites in London and Yorkshire, the British Library tendered the need for a fully interactive system that could assist with the day to day management of contracts and maximise value to the organisation.

The contract worth over £18K was awarded to Target in September 2015 and deployed in January 2016. Target implemented their Accord Contract Management system to provide a solution to support the day to day creation and manipulation of data through reporting facilities.

NUI Galway is a constituent university of the National University of Ireland and is ranked among the top 2% of universities in the world. It is home to more than 17,000 students and attracting over €50 million in direct research income annually.

All public sector tenders in Ireland are published by the Official Journal of the European Union (OJEU). The worldwide recognised University found the union’s system difficult to use, forcing the use of working out of Excel spreadsheet, soon finding a need for an implementation of a Procurement Contracts Database system to improve data capture in their Procurement and Contracts Office and that would work alongside OJEU Tenders.

Through a public procurement tendering process the contract was won by Target in September 2015 and the new system was deployed in November 2015. Target provided their Accord – Contract Management System including additional bespoke work to also deliver a fully OJEU compliant Tender Tracker.

Target’s contract management system and OJEU Tender Tracker provides their Procurement and Contracts Office with real time data and reporting to flag when a contract is due for renewal together with all the contract details to ensure everything complies with standards to save time, effort and money.

Kettering General Hospital Foundation Trust provides acute hospital services for the people of North Northamptonshire and beyond. They were authorised to operate as a foundation trust in November 2008 and since then have developed a public membership of over 5000 people.

The Procurement Team at the Trust were using an outdated Access Database to manage their contracts and suppliers. Speaking with another NHS Trust, Kettering General Hospital were introduced to Target Information Systems Accord Contract Management system.

Tom Devine, Head of Procurement, Bedford Hospital NHS Trust says: “Bedford Hospital is a small to medium size NHS Trust based in the County town of Bedfordshire.

The Trust provides the full range of acute services to its local population. The Trust required to address the Information Governance Agenda (IG Toolkit) that applies across the NHS and in addition was looking at a possible merger with a neighbouring Trust.

The issue with regard to Information Governance was that of knowing which Contracts/Agreements were being stored where, for how long, were renewed in a timely manner and appropriately disposed of at the right time (i.e. DOH guidelines for record retention).

The issue with regard to the Trust merger (which incidentally did not go ahead) was the due diligence requirement so the Trusts could clearly understand what contracts existed and would be novated should the merger be agreed.

Ofsted is the Office for Standards in Education, Children’s Services and Skills. It inspects and regulates services that care for children and young people, and services providing education and skills for learners of all ages. With 1,500 employees across 8 regions, Ofsted ensures that all its work is evidence-led and that its findings can be used to improve the overall quality of education and training.

Over the last couple of years, the organisation has been looking for an alternative contract management solution. Ofsted wants to remove itself from working in spreadsheets. Its vision was to implement a system that had a forward look on their procurement process and the functionality to provide spend analysis.

Target’s Accord Contracts Management System has enabled Ofsted to gain control and automation with its contracts throughout the procurement process. Additionally, Accord’s flexibility and Target’s skills has also enabled the organisation to build spend analysis requirements, which could not be found in other off-the-shelf systems.

Coca-Cola European Partners (CCEP) has its largest bottling plant in Europe in Wakefield, West Yorkshire. The 16 football pitch sized plant produces over 100M cans of pop every year and employs over 500 people.

CCEP built a 10 line production facility with an attached regional service centre in Wakefield in 1989. The site is modern, smart and a state of the art production facility for Coca-Cola, Lilt, Schweppes and other key Coca-Cola brands.

Across the site there is an array of facilities management equipment that require maintenance, inspection or calibration services. These services are provided to the site under a contract that is in place with a supplier to ensure that the entire site is compliant.

In 2010 CCEP approached Target with a new project towards delivering complete compliance at Wakefield Operations with additional and innovative business management systems

With literally thousands of pieces of equipment requiring some element of inspection, maintenance and calibration; the information management task was enormous. Target, being experts and delivering Control, Compliance and Savings through data automation, installed their Accord; Register of Contracts, Contract Manager & Equipment Compliance Database. Not only did Target deploy Accord, they delivered and integrated Gatehouse, their visitor management and contractor control software into their highly developed business management system.

The business management system which includes functionality from Accord and Gatehouse enabled information to sit centrally in a secure location and for reporting and automated escalations to be easily generated.

The Royal Society for the Protection of Birds is the largest nature conservation charity in the UK; consistently delivering successful conservation, forging powerful new partnerships with other organisations and inspiring others to stand up and give nature the home it deserves.

As a geographically dispersed organisation, with most spend devolved to budget holders, it has been a challenge for the central procurement team to obtain oversight into the contract spend over the organisation. With many systems on the market the organisation was cautious and wanted a company and software that would understand their requirements around contract management.

Target approached RSPB with their contract management and reporting system, Accord. Accord allows their procurement department to keep on top of their supplier contracts by helping them centrally store and manage their contracts and supplier data, while also making the relevant documents accessible to staff with the appropriate permissions.

Target have worked closely with the organisation to help identify business challenges and create solutions for their requirements around supplier data and contracts management. Through some additional development by Target, the Accord system now includes:

  • An integrated active directory to enable single sign-on.
  • Supplier updates integrated into Accord to avoid duplication of data.

Dorset Council

Dorset Council is the county council of Dorset in England; Dorset County Council provided the upper tier of local government below which are the district councils, and town and parish councils. They became Dorset Council after Local Government Reorganisation took place to merge the councils together to work with the community to make Dorset a better place to live, work and learn; the authority provide services to schools, social care for the elderly and vulnerable, road maintenance, libraries and trading standards.

Before March 2014, The Procurement team at Dorset County Council were previously using a contract register which created challenges because of the lack of central information and standardized data capture and documentation. Following a presentation and overview of the Accord contract management system, the team at Dorset County Council could see the benefits of adopting the system and opportunities it presented to make it fit for purpose for the authority.

Target were able to deliver a system to provide information and data capture that the Council required with the opportunity to build and adapt to Dorset’s requirements. Accord has resolved issues across the expenditure and income contracts for the authority and provided the team with opportunities to capture and streamline processes and procedures for the authority.

Dorset County Council were using the system for contract management across the whole authority ultimately improving the way information is collected and shared. Dorset now have a single repository of contract documentation which has enabled them to review their contract management processes and ensure they are consistent in their approach.

Recently Local Government Reorganisation has taken place in the County of Dorset, which resulted from 1 April 2019 in a new Dorset Council replacing the existing district and borough councils (East Dorset, North Dorset, Purbeck, West Dorset, Weymouth & Portland) and Dorset County Council.

To facilitate smooth transfer the councils had to ensure that they had in a place a central record of their live contracts. Dorset County Council already had in place Accord as a contracts database and following what had been a compliance agenda to monitor spend against contracts, had already done considerable work to populate the database.

As part of the Shaping Dorset change programme for the new Dorset Council, Dorset Procurement, worked with Target to develop the Accord system to support the necessary work needed to review all contracts and the contract management system was opened to also record all District and Borough contracts as well.
